The child's inseam length determines the size of the balance bike
You find the right size balance bike by measuring the child's inseam length and subtract it with 2. Your child should stand still as you measure the inseam length, and measure from the child's crotch (inner side of their leg) and down to the floor. So if the child measures 30 cm from the crotch and down to the ground, then the balance bike should be 28 cm high.
Some balance bikes are available with an adjustable seat, so the child will be able to use the balance bike for an extended period of time. This is smart as it is incredibly important for your child to be able to slightly bent their knees while sitting in the seat of the balance bike. This makes it easier for your child to keep their balance and control easier. In time your child will gain a better control and a higher balance ability, the seat can then be adjusted on the balance bike.

Height and age of your child
Initially, your child's height and age also play a role in the choice of balance bike. For 1-2 year olds it may be best to choose a 3-4 wheeled balance bike. This is because their balance skills may still need training in relation to the use of a balance bikes.
As your child ages and grows in height, the child will be able to get better use and more fun out of a 2-wheeled balance bike. Their balance will also have gotten better than when they were younger, which is why your child will probably also like to get more speed and play around on a better balance bike. However, heights and especially inseam lengths for children are very different from child to child. So choosing an adjustable balance bike for your child can always be a good idea. Then they can also grow with it and have their balance bike for longer.
